Bed bugs normally start infestations by someone bringing them home. A visitor who has luggage from a hotel are often culprits. They could have hidden in that luggage for a year and when Uncle Billy visits, you could have an infestation in your house almost immediately.
While looking for Paris hotels, at 120+ euros we still see bed bugs problems. Even some 4 star hotels are not immune. We can choose only 300+ euros hotels to reduce the risks, but the high expenses would discourage us from going to Paris more often or staying longer.
in the US there is a site that lists hotels with bed bug complaints but I don't know one for Paris The only time we ever encountered bed bugs was 8 years ago in a very nice boutique hotel in Amsterdam -- worst experience ever. Luckily we did not seem to import them.
