Ali, It is an impossible situation to prove I agree. I moved from my own apartment in Paris where I have lived for the past 3 years with no bed bugs to an AirBNB apartment where, one week into my stay, had 200 bites.
Bed bugs normally start infestations by someone bringing them home. A visitor who has luggage from a hotel are often culprits. They could have hidden in that luggage for a year and when Uncle Billy visits, you could have an infestation in your house almost immediately.

Just experienced bed bugs at a hotel near the Chicago O'Hare Airport for the first time in my life. There were adult and babie bed bug skins all over the bed next to mine. There were fecal spots on the bed skirt near the headboard. They were crawling on the wall. They were everywhere and every size … except for full adult bugs.
Stayed at the Paris Las Vegas early April 2011. Stayed on the 18th floor, and I did not encounter any bed bugs. I check the bed area as thoroughly as possible and try to keep my suitcase on the tile and/or luggage rack when possible.
